CYTUR Presents Strategic Response Measures to Maritime Cyber Threats at Korea Coast Guard’s National Assembly Forum

The Korea Coast Guard (Commissioner Kim Jong-wook) held a National Assembly forum on the topic of “Strategic Response Measures to Maritime Cyber Threats” at the National Assembly Members’ Office Building on the 7th. The forum was organized to discuss the digitalization of the maritime industry and the establishment of a nationwide infrastructure for combating maritime cybercrime.

Approximately 100 attendees participated in the forum, including members of the National Assembly, academics, and representatives from the shipping industry. Rep. Shin Jeong-hun of the Democratic Party of Korea pointed out that the Korea Coast Guard’s cybersecurity capabilities remain inadequate amid escalating maritime cyber threats, emphasizing the urgent need to recruit specialized personnel and establish dedicated organizations. Rep. Lee Dal-gon of the People Power Party noted the increasing frequency of cyberattacks driven by accelerating digital transformation, calling for the establishment of a new cybersecurity paradigm to address these challenges. Korea Coast Guard Commissioner Kim Jong-wook highlighted the severity of maritime cyberattacks and stressed the need for active support to strengthen the Coast Guard’s cyber investigation capabilities.

In the presentation session that followed, Dr. Cho Yong-hyun, CEO of DS Lab Company, delivered a presentation on “Recent Maritime Cyber Threat Trends and Response Measures,” emphasizing the need to secure specialized personnel for maritime cyber investigations and strengthen cooperation among relevant agencies. Dr. Jang Jin-hwan, Research Fellow at the Korean Institute of Criminology and Justice, explained the characteristics of maritime cybercrime and response strategies, noting the need to expand dedicated organizations within the Korea Coast Guard. Prof. Lim Hyun-taek of Kookmin University stressed the importance of strengthening cybersecurity cooperation and taking preemptive measures. Attorney Song Ji-yong of Law Firm Si-an pointed to the need for specialized cybercrime response organizations, stating that budget increases should be discussed at the National Assembly level. Prof. Kim Ki-beom of Sungkyunkwan University presented various measures to enhance the expertise of maritime cybercrime investigations. Attorney Lee Yu-kyung, a member of the New York State Bar, introduced Australia’s maritime cybersecurity response case and shared the implications that could be drawn from it.

The forum served as an important platform for exploring nationwide response measures to maritime cyber threats, providing a meaningful venue for discussions aimed at developing practical countermeasures.
